Brown’s passion was to improve the lives of Jacksonville’s Black citizens during the civil rights struggle of the 1960s and 1970s. A 20-year member of the NAACP, he was also active in the Urban League, serving as its director for 16 years. He was the first African-American to serve on the Downtown Development Authority and was a member of the Chamber of Commerce. Brown worked to integrate the City’s police and fire departments and died in1982.
